AN ORDINANCE GRANTING FREE ADMISSION TO SENIOR CITIZENS RESIDING IN ANGELES CITY IN ALL CINEMAS AND THEATERS OPERATING WITHIN THE TERRITORIAL JURISDICTION OF ANGELES CITY.

           WHEREAS, it is the policy of the Local Government of Angeles City to uplift the well being of its elderly and senior citizens;

 

            WHEREAS, to attain the objective of the Local Government, it is not only through the assistance and benefits that would promote the health conditions of the Senior Citizens but likewise up lift the moral well being through entertainment;

 

            WHEREAS, the most common available form of entertainment is movies;

 

            WHEREAS, the Senior Citizens of Angeles City must on top of those provided by RA 9994  known as Expanded Senior Citizens Act of 2010, be granted additional privileges when watching movies;

 

            WHEREAS, the Sangguniang Panlungsod of Angeles City deems it necessary that granting free admission to Senior Citizens in cinemas or theaters with certain conditions is desirable to attain the noble objectives of the local government;

 

            Be it ordained, as it is hereby ordained, by the Sangguniang Panlungsod, of Angeles, in session assembled, that:

 

Section 1. Title.  This ordinance shall be known as an Ordinance providing free admission to theaters and cinemas to Senior Citizens of Angeles City.

 

Section 2.   Definition of Terms.

 

  1. Senior Citizens – refers to bonafide Senior Citizens of Angeles City who have been issued valid Senior Citizen’s card by the Office of the Senior Citizens Affairs of Angeles City.
  2. Theater and Cinema – refer to movie houses promoting or projecting movies locally and internationally produced through  the use of projectors and members of NCAP.
  3. Admission Ticket – refers to the admission ticket to be paid to theaters or cinemas by patrons with intent to watch and view the promoted movie.

 

  1. Blockbuster Movies  – those movies that have been referred to as high budgeted production as determined by NCAP.

 

Section 3.  Coverage.   Filipino citizens with Senior Citizens Identification Cards  issued by Office for the Senior Citizens Affairs, Angeles City shall be entitled to free admission by cinema operators in Angeles City. Any foreign national who can present a Filipino Citizenship Card could avail of the privilege. He/she should appear personally and present his/her valid Senior Citizens Identification Card together with the movie booklet before the ticketing counter of the movie theater concerned.

 

Section 4.  Privileges.  Free admission to movies/cinemas can be availed of only on Monday’s  first screening/showing only, except when Monday falls on a holiday.

           

Section 5. Restrictions:

 

  1. The privilege under this ordinance cannot be availed of by senior citizens during official and special holidays falling either on Mondays, provided however that privilege for discount given to Senior Citizens by virtue of RA 9994 shall continue to take effect.

 

b.  Any movie rated as a blockbuster movie by the National Cinema Association of the Philippines (NCAP) and  Metro Manila Film Festival (MMFF) shall be exempted for viewing by the Senior Citizens during the first seven (7) days of its initial showing

 

  1.    The privilege shall not include Pay Per View events and 3D Films.

 

Section 6.  Appropriations.  An amount to be taken from the One Percent (1%) of the Internal Revenue Allotment shall be appropriated annually for the Office for the Senior Citizens Affairs, who will be responsible for the printing and issuance of movie booklets wherein the provisions of this ordinance shall be reflected at the last pages of the movie booklets.

 

Section 7. Violation. Any movie or theater operator found violating or not complying with this ordinance shall be subjected to a fine of Php5,000.00 for each violation and/or imprisonment ranging from one (1) month to six (6) months at the discretion of the court.

 

Section 8. Repealing Clause.  This ordinance supersedes and or amends any ordinance or resolution found inconsistent therewith.

 

Section  9.Effectivity. – This ordinance shall take effect upon approval and publication in a newspaper of local circulation.
